The importance of protecting religions is no less important than protecting the rights attached to individuals

    , because these religions, their sanctities ,symbols and religious rituals are linked to the cultural and civilizational entity of the sanctity of religions ,which necessitates the provision of adequate legal protection to preserve them. Among the generally accepted principles is that the individual has the right and freedom to choose his religious beliefs and practice their rituals, but that does not mean that he remains absolutely without limits and controls that control him .

      Despite the availability of legel texts that urge the need to protect religions and religious sanctities at the international and national levels,in addition to the need that prompted the legislators of most countries to issue specialized legislation that dealt with this phenomenon, this did not limit it, but contempt for religions is still widespread, under the pretext and the veil of the right to freedom of expression. As a result, it was necessary for states and governments to do what is necessary to maintain security and stability in societies to confront strife, sectarianism and incitement, and fight them by all legal means, and impose deterrent and adequate penalties commensurate with the seriousness of this crime and the magnitude of the damage that it can generate, especially with the rapid development of technology, which is represented by digital media or the network and its role in spreading ideas and opinions offensive to religions easily to all parts of the world and in a rapid manner. Since countries include in their territories individuals belonging to different religions, this in turn work to disturb the security of society and increases the method of incitement against others from members of other religions and sects, so it is necessary to emphasize monitoring these means and developing plans and programs that searh for the common denominator between religions and spreading tolerance and dialogue because of the importance of the media in influencing the recipient and bringing  about a radical change in his thoughts and beliefs. It was more appropriate for the Iraqi legislator to grant protection to religions with all forms of aggression that would affect religions and their sanctities by any means, under which lies the idea of contempt for religions and dose not restrict it to a specific framework of images and actions that have one punishment, so it must make every form of aggression an appropriate penalty according to their nature in order to maintain security and stability in society and protect religions and their sanctities from any act that constitutes an assault on them outside the framework drawn and defined by the legislator.
